It seems to me that "gerry-mandering" is actually drawing voting districts according to race but always favoring the minorities. Shouldn't the person with the best ideas and message win? Is it racist to draw voting maps according to race outcomes? Some districts look completely crazy on the map. Someone must have an idea on how to draw permanent maps that only move lines north, south, east or west to adjust for population shifts.
