I'd like to speak about this instead of hearing a governor's talking points. Get with your local school board and find out how many teachers are on a "Performance Improvement Plan". If teachers are not performing well the teachers get a year to improve after getting on this plan.
Then they get observed for a year. If they have not improved, they get moved to "something" that better suits them. Then they continue on the plan during more observation.
They get reevaluated and get their plan readjusted. By the time another year has passed now they have passed the number of years of service where they cannot be fired.
This would never happen in the civilian workers' world. At most you get about 6 months to "qualify" for your job and at any time during the first six months, management can let you go if they feel "it's not a good fit". The employee might not like it but if they are not doing well, they are not happy and in the long run it is better for them to find other things to do.
The point is that the system needs to change so we can get good teachers instead of paying "extra" teachers to not do their jobs.
